After obtaining his B.A. in Criminology from Indiana University of Pennsylvania, Jim Hill started his career in law enforcement in 1987 as a federal police officer for the National Security Agency where he also held a Top Secret clearance. Since then he has worked as a police officer for the city of Laurel Maryland, where he worked a state designated “open air drug market” at the height of the proliferation of crack cocaine. From there Jim worked as a police officer and patrol supervisor for the Borough of Indiana Pennsylvania where he was also a Crime Prevention Officer, Defensive Tactics Instructor, Instructor for the Indiana University of PA Criminal Justice Training Center and the Coordinator of the Indiana County DUI Task Force. In 1996 Jim opted for a warmer climate and joined the Scottsdale Arizona Police Department. While working as a patrol officer in Scottsdale, Jim received a Master’s degree in Criminal Justice from Columbia Southern University, where his Masters’ thesis was “Suicide by Cop: Preparing the Victim Officer.” Jim also served as a Gang Liaison Officer, while a Patrol Officer for Scottsdale PD and was recognized for breaking the hold a criminal street gang held on an area assigned to him, which earned him the City Manager’s Award of Excellence. Jim served 12 years as the President of the Scottsdale Police Officers Association, where he was the primary Police Department employee representative and advocate to management and elected officials. Jim was assigned to the Arizona State Gang Task Force (GIITEM) from 2007 to 2015 and has interviewed hundreds of gang members. While working as a gang detective, Jim had the opportunity to work on several complex gang investigations that earned him awards from Scottsdale PD, Arizona Department of Public Safety and the Arizona Gang Investigators Association. Jim is a court recognized gang expert and has taught gang identification and awareness classes to police officers from all over the country, school staffs and community groups for many years. In 2015 Jim retired from the Scottsdale Police Department and joined the Maricopa County Community Colleges Police Department. Also in 2015 Jim and his wife, Cindy Hill M.Ed., also started Arizona Law Enforcement Outreach & Support (AZLEOS.org) a non-profit dedicated to community policing programs. After spending many years in Scottsdale creating and implementing award winning community policing programs and receiving the Scottsdale MLK Community Heroes Award and the inaugural Chief’s Award of Excellence for Spirit of Service, they decided to continue that mission by forming AZLEOS. Today AZLEOS creates and implements community policing programs with 26 other law enforcement and military agencies and has served thousands of kids and families. Jim is currently a Patrol Officer assigned to the Mesa Community College campus. He is the President of the Maricopa Community Colleges Police Officers Association, Sworn Officer’s Senator on the District Employee Representation Committee, Coordinator of the Gang Liaison Officer program, a member of the MCCCD PD Peer Support Team and a Doctoral candidate at Trident University.
